***Changes taking place for next year's (2010) Minor League Draft***
- Draft time changed from 8am - 12pm EST TO 7am - 12pm EST
- Draft expiring time (for each owner) will go from 8 hours to 7 hours
- Maximum number of minor league draft picks (for each year's draft) allowed per team will be 5

-------------------------------------------------------------------------------- in the middle of last year, after the Kershaw fiasco. Everyone had to update their major/minor league rosters with players still listed in their minor league system, yet needed to be added to the majors. They were then either called up or became free agents at a date the commish posted on yahoo. At the time I believe 6-8 players were picked up and carried on their major league roster and started for some teams the rest of the year.

Not my guys but I still want to figure out what the rules are because something doesn't add up here. I didn't understand the explanation at all and for my ongoing understanding would like a better description of each player's case as the two players from what I can tell are very different situations. What is the same is that the Sox had both on his 20-man reserve list at the start of last season and one or both should still be there from my knowledge of the rules. So I'm confused big time.
Felix Pie did start the year on the Cubs roster. So is it the case that the Sox owner was warned he had to keep Pie or lose him? I don't recall such warnings being issued but maybe I had no such players in that circumstance (i.e. no longer meeting rookie eligibility and starting the year on the MLB roster of a real team). I do recall some turmoil about Kershaw but not the specifics. In Pie's case he was sent back down to minors after a bad April so I don't know the timing of this in terms of how/when he could have been automatically removed from Sox minor league 20-man protected list and made available to Canes.
Owens seems even more confusing to me. The White Sox had to activate Owens if he made the opening roster last year but he did not. In fact he wasn't called up until Sept (per the gamelog info). So if he had him on the reserve list how can Canes claim him on his roster?
After 3 years I'm still trying to figure out these rules. But in these two cases it seems completely different scenarios and especially in Owens case I cannot see how he's not still in the Sox minor league reserve list?
Help?!?

Here is my response to the Owens and Pie situation:
Pie: He should have been added within the specified time frame at the beginning of the year and was not, thus was picked up by Canes. Pie opened the season on the major league roster and was not added to the yahoo roster in the specified time and then was picked up by Canes.
For Jerry Owens, Owens was brought up during the season at some point. He had attained what was needed in Rule 7b prior to the season.
This is where I’m sure a few guys will get confused…….since the Sox never picked him up…within the timeframe allotted after he was called up, Canes picked him up.
Some will say we didn’t have that rule in place yet – that we could leave guys on the minor league list until the following year, if they were called up during the season even if attaining Rule 7b. What people are forgetting is that I and I think one or two others had this happen as well to our teams last year. So basically the rule got put in place last year towards the beginning of the season (because of the Kershaw discussion and others) and then Canes picked Owens up towards the end of the season.
****The thing I will say now is that going forward after this season (2009) ends, once a player hits the Rule 7b threashhold and is added to the ML roster, they must stay on the ML roster. Even if they are optioned down by the ML club, we are not going to option down. Once they hit the Rule 7b threashhold they can no longer be minor league eligible only ML eligible.****

Brian, are you saying, starting in 2010, when players reach 7b threshold they must within a reasonable time (TBD) be added to the ML roster. Or that, players may remain on the protected list through current season. But if added to ML roster, they must stay or be exposed to waivers/FA? Your last sentence suggests to me that your saying players must be added to the ML roster within a TBD time frame. Would you please clarify this for me.

Another clarification please.
From the Minor League Keeper thread.
"5.) Any "prospect" called up AFTER Opening Day can be added to your 30-man roster, but does not have to be added to the 30-man roster. However, since this player has reached the Majors, they MUST now be included in your 20-man Minor League protected list regardless of their draft year."
From the Rules and Regulations thread.
"3. You do not have to protect players that were drafted in the prior June MLB draft or were signed in the previous year (ala from Cuba, Dominican Republic, Mexico, etc.)."
Has this been changed or accidentally omitted?
However, since this player has reached the Majors, they MUST now be included in your 20-man Minor League protected list regardless of their draft year."

Here is the new rule going into place starting in 2010; actually once the 2009 season is over:
Once a player attains 150 ABs (not including walks, HBP, etc.) or 50 IP, they must be added to your roster within 2 weeks of the transaction date. If the player is not added, then they will be open to any team to pick them up via FA. 1. This means at any point during the season -- at the start of the season and even in August -- once a player in your minor league system attains the 150 AB or 50 IP status, they must be added to your official major league roster. 2. Also, once a player attains 150 ABs or 50 IP they cannot be optioned back down to your minor league system (even if optioned down by their real Major League team).

I have now updated the language and rules to better coincide with our league rules. I should throw these into the League Rules Thread to keep everything in one spot......which I will now do. Thanks.
