What would it be in another CSC draft/year without some type of rule change and/or discussion. We've always abided by our unwritten rule that Jim put down in #10. What's funny is that now that we have the rule down in writing, it has become an item of discussion. In this case, it would have probably been best if Mully had not said anything at all, and it would have gone right under the radar and he would have been able to add the guy to his protected list. My thoughts: Since we have done this, this way since the beginning of the league it will continue this way at least for right now. Mully can go ahead and add the guy to his protected list....especially since the guy wasn't even signed to a ML team before our draft started. But going forward we probably should edit the rules for further international signings. - if the player signs a major league contract, he is eligible to be drafted....regardless if he starts in the minors or majors - if he signs a minor league contract he is awarded to that franchise. - if he signs a minor league contract, then he is eligible for the next minor league draft (that's if he has signed a minor league contract before the draft starts and he is not a franchise owned player) - if he is unsigned when our draft starts, then he won't be eligible to be drafted until the next major league draft (if he signs a major league contract)

One is it doesn't appear to be offical yet. Per MLB.com there is no transaction of this. Jays signed another player today (yesterday now)but not Hechvarria yet. Another is the contract is said to be 4YRs/10 million. I don't think this will be a minor league deal. All of these international signings need to be handled the same way. What is the difference between this and the Ryota Igarashi signing? Other the the timing of it. Please see my reply to TFaZ rule 10 in the discussion thread before making a final decision. I hope it will simplify this.

I think he should be assigned to the Jays. I thought the intent of the rule was simply to clarify what we've done since the start in this league not to change that process.
I think when these non-MLB level players are signed by a team in our league (i.e. represented by one of the 12 MLB teams), they should go to that team's reserve list no doubt. When a player is signed by any of the other 18 MLB franchises, then they are fair game for either draft (major or minor league versions that we hold). This seems pretty straight forward.
If the player in question has numerous years in Japan and is a 10-year free agent (which I believe is the term in the Japan league before a player can be an unrestricted free agent), then clearly that player belongs in the major league draft and represents an unfair advantage. The guy signed by the Mets this off season is an example, age 31 I believe. I don't think Haggs should get him on his minor league reserve list at that point (sorry, don't mean to pick on Haggs in this example). Same would go for a player long-established in Japan that is posted by his club (i.e. still typically a player with 6-8 years of professional experience and likely a very high end player who can create a huge cash payment for his Japan based club in these scenarios).

Who is going to determine which players are non-MLB level players, when we draft during ST? As I said earlier it's spectulation. Would you feel the same if Chapman went to NY or Boston? He's what 20 Y/O. Todd Van Popple was going to be a stud as well. Who knows?

Both players have played the same amount of regular season games in the MLB. The only difference is when they signed their contract. And again the Cuban isn't yet official. But my point is they're both International signed FA and should be handled the same way. It would be easier to say all the international players belong to their franchises. But I like way we try to keep the field level. Most of these guys do go under the radar as haggs pointed out.
